The current version of Vespucca's Constitution.  It is currently still being written, but this page will be updated frequently with the latest edition in progress.




Constitution
of the People’s Monarchracy of Vespucca
As of November 12, 2013

Preamble.  We the People of Vespucca, in order to form a more perfect union, establish justice, ensure domestic tranquility, provide for the common defense, promote the general welfare, and secure the blessings of liberty to ourselves and our posterity, do ordain and establish this Constitution for the Republic of Vespucca.
Article I.
Section 1.
All legislative powers herein granted shall be vested in a Congress of Vespucca, which shall be composed of a National Cabinet and House of Representatives.
Section 2.
Clause 1:  The House of Representatives shall be composed of members chosen every fourth year by the people of the several districts.
Clause 2:  No person shall be a representative who shall not have attained the age of thirteen years, and who shall have attained the age of twenty years, and have completed three years of Trivespum, and have been five years a citizen of Vespucca.
Clause 3:  A representative who attains the age of twenty years or above while in office shall continue to serve their terms until they cease to be re-elected.  Such a representative shall thereby be prohibited from returning to the House of Representatives.
Clause 4:  Representative will serve a maximum of three terms.
Clause 5:  The House of Representatives shall choose their Speaker and other Officers; and shall have the sole Power of Impeachment.
Clause 6:  The House of Representatives shall be composed of one Preliminary Representative from each District, and an equal amount of mixed-member Proportional Representatives according to political party representation, and each Representative shall have one Vote.
Section 3.
Clause 1:  The times, places, and manner of holding Elections for Representatives shall be prescribed by the Reigning Monarch.
Clause 2:  Elections for Representatives shall  consist of one Primary Election for Primary Seats and one Proportional Election for Proportional Seats.
Clause 3:  The Primary Election shall use a first past the post system with votes given directly to Representatives.  There shall be one Primary Seat for each District, and they shall be distributes according to districting votes.
Clause 4:  The Proportional Election shall use a mixed-member proportional system with votes given to political parties.  There shall be an equal number of Primary and Proportional Seats, and the latter will be distributed according to national votes.
